NO.PAS/Legis-B-13/2014- The Sindh Consumer Protection Bill, 2014 having been passed by the
Provincial Assembly of Sindh on 20th February, 2015 and assented to by the Governor of Sindh
on 16th March, 2015 is hereby published as an Act of the Legislature of Sindh.
THE SINDH CONSUMER PROTECTION ACT, 2014.
SINDH ACT NO. XVII OF 2015.
AN
ACT
to provide and protect the rights and interests of consumers in the
Province of Sindh.
Whereas, it is expedient to provide for protection and
promotion of the rights and interests of the consumers, speedy
redress of consumer complaints and for matters connected
therewith;
PRELIMINARY
Part-I
It is hereby enacted as follows:-
Preamble.
1. (1) This Act may be called the Sindh Consumer Protection Act, 2014.
(2) It shall extend to whole of the Province of Sindh.
(3) It shall come into force at once.
Short title, extent
and
commencement.
2. In this Act, unless there is anything repugnant in the subject or
context –
(a) “Act" means the Sindh Consumer Protection Act,
2014;
(b) “Advertisement” includes advertisement-
(i) by all commercial communities of any kind
through any means including media;
(ii) by display of notices, play cards or price lists;
(iii) by means of banners, bill boards, cards, catalogues,
circulars, hand bills, labels neon printing (on
vehicles or other things), sign boards, wall banners,
wall chalking or other documents or materials;
(iv) by the exhibition of films, Jingles, paintings,
photographs or pictures;
(v) by means of broadcasting, cable operation, internet,
short messaging service (SMS), satellite
communication, telecasting, telecommunication or
wireless communication; and
(vi) by means of peddler or hawker and proclamation
vocally or by loud speaker or mega phones.
Definitions.
(c) "Authority" means the Secretary or Director
General, Supply and Prices Department or any
other officer notified by Government.
(d) “Complainant” means:-
(i) a consumer; or
(ii) a voluntary consumer’s association;
(iii) Government; and
(iv) the council or a District Protection Council.
(e) "Consumer" means a person or entity who-
(i) buys or obtain on lease any product for a consideration and
includes any user of such product but does not include a
person who obtains any product for resale or for any
commercial purpose; or
(ii) hires any service for a consideration and includes any
beneficiary of such services,

Mari Petroleum Company Limited (MPCL) (formerly, Mari Gas Company Limited) is a Pakistani petroleum exploration and production company based in Islamabad, Pakistan. The company is controlled by the Fauji Foundation with 40 percent shares.[2]
It is operating the country’s second largest gas reservoir at Mari Field, District Ghotki, Sindh. MPCL is primarily engaged in exploration, development and production of hydrocarbon products (natural gas, crude oil, condensate, and liquified petroleum gas).[3]
It is listed and traded on the Pakistan Stock Exchange.[4]

Qadirpur gas field is one of the major gas reserves of Pakistan. The field is located at a distance of 8 kilometres (5.0 mi) from Ghotki in Sindh Province.
Discovered in March 1990, it is a joint venture between Oil and Gas Development Company, KUFPEC Pakistan B.V., PKP Exploration Ltd (Premier Oil), PKP2 Exploration Ltd (KUFPEC) and Petroleum Pakistan Limited, each holding 75%, 8.5%, 4.75%, 4.75% and 7% respectively.
The Qadirpur gas field is currently one of OGDCL largest operated gas producing fields, accounting for 34%, 32% and 29% of OGDCL net gas production for 2012, 2013 and 2014, respectively. The field is located 8 km from Ghotki, 70 km northeast of Sukkur and 100 km east of Jacobabad in Sindh province.its it is located from main (90km,sadiqabad = karachi, 540km) highway road stop ahmed ki , 4 km away inside. Gas production on this field commenced in September 1995 by pm benazir bhutto after the installation of gas gathering facilities and processing plants. Of the 70 wells that have been drilled at this field, 57 are currently producing wells. Six have been abandoned, five are shut-in and two are water disposal wells. For FY 2015-16, average net daily production at this field was 250.56 MMscfd of purified gas with 67 MMscfd of permeate gas. The field’s main customers are Sui Northern Gas Pipeline Company Limited, Engro Powergen Limited near ghotki and Liberty Power Limited dahrki (320 mw power supply generating).
A gas processing facility of 600 MMscfd was installed at Qadirpur during 2006-7. In order to address declining reservoir pressures, gas compression facilities were being installed at the field to maintain sales gas supply at contractual delivery pressures.
The natural gas is purified by a membrane separation process that removes water vapor and carbon dioxide. The processing equipment was supplied by Honeywell’s UOP Separex™ Membrane Systems division. The process consists of ten trains of membrane skids, each containing many spiral-wound membrane elements.
During the second quarter of 2009-10, average daily sales from Qadirpur was 430 MMscfd purified gas and 25 MMscfd dehydrated gas, which was sold to SNGPL, 45 MMscfd raw gas sold to Liberty Power and 970 barrels of condensate. The field was developed in three phases,

Preamble
An Act to prescribe the mode of valuing certain suits for the purpose of determining the
jurisdiction of Courts with respect thereto.
WHEREAS it is expedient to prescribe the mode of valuing certain suits for the purpose of
determining the jurisdiction of courts with respect thereto; it is hereby enacted as follows:-
1. Title and extent -
This Act may be called the Suits Valuation Act, 1887 [ and it extends to the whole of India
except the territories which immediately before the 1st November, 1956, were comprised in Part
B States].
2. Extent and Commencement of Part 1 -

Preamble : Whereas it is expedient to consolidate and amend the law relating to Arbitration in Pakistan.
It is hereby enacted as follows:-
CHAPTER 1
Introductory
1. Short title, extent and commencement: (1) This Act maybe called the Arbitration Act, 1940. 2) It extends to the whole of Pakistan.
3) It shall come into force on the 1st day of July, 1940.
2. Definitions: In this Act, unless there is anything repugnant in the subject or context,-
a) “arbitration agreement” means a written agreement to submit present or future differences to arbitration, whether an arbitrator is named therein or not
b) “award” means an arbitration award;
c) “Court” means a Civil Court having jurisdiction to decide the question forming the subject-matter of reference if the same had been the subject-matter of a suit, but does not, except for the purpose of arbitration proceedings under Section 21, include a Small Cause Court;
d) “legal representative” means a person who in law represents the estate of a deceased person, and includes any person who intermeddles with the estate of the deceased, and, where a party acts in a representative character, the person on whom the estate devolves on the death of the party so acting;
e) “reference” means a reference to arbitration.

Arbitration without intervention of a court
