(FIRST ASSEMBLY-27 APRIL, 1937 To 1945)
The Britishers have conquered Sindh from their bases in Bombay and Kutch and their supporters were Hindus. Therefore, Sindh was annexed to the Bombay Presidency in 1843 and a constant policy to subdue the Muslim majority and to lionize the Hindu minority in Sindh was followed. In that time, Sindh was a Commissionerate of Bombay Presidency. Trade and Commerce, Services and Education became monopolies in the hands of the minority whom with the support of the rulers wrought havoc on Muslims. Within a few years forty percent of the Muslim land holdings passed on to the Hindu creditors. In year 1890, after Minto reforms, Sindh got representation first time in Bombay Legislative Assembly. Approximately four members represented Sindh. It was after a long struggle that the cause of Sindh was supported by the Quaid-e-Azam Mohammad Ali Jinnah when he brought in his famous 14-points the demand of Sindh's separation from Bombay Presidency.
H.H. Sir Aga Khan, G.M. Syed, Sir Abdul Qayyum Khan (NWFP) and many other Indian Muslim leaders also played their pivotal rule that was why the Muslims of Sindh succeeded in getting Sindh separated from the Bombay Presidency on 1st April 1936 under Section 40(3) of Government of India Act, 1935. Sir Lancelot Graham was appointed as the first Governor of Province Sindh by British Government on 1st April, 1936. He was also the Head of the Council comprised of 25 Members including 2 Advisors from Bombay Council to Administers the affairs of Sindh till, 1937. By the passing of the Government of India Act, 1935 and the inauguration of Reforms and application of part III of the Act of province of Sindh, the procedure with regard to legislation changed radically. The power of making laws, which prior to this was vested in the Governor-General under Section 289(3) of the Act, vested in the legislative of the province of Sindh constituted under Section 60 of the Act. The first election of the Sindh Legislative Assembly was held on 7th February, 1937. Sir Lancelot Graham was the first Governor of Sindh. He held election for 60 members of Sindh Legislative Assembly, the distribution of seats were as follows: General Seats 18 Muhammadan Seats 33 European Seats 02 Seats reserved for the representative of Commerce, Industry, Mining & Planting 02 Seats reserved for Landlords 02 Seats reserved for the representative of Labour 01 Seat reserved for the women's Constituency (General) 01 Seat reserved for the women's Constituency (Muhammadan) 01 T O T A L S E A T S 60 On the 15th April, 1937 a notification was issued by H.E. the Governor Sir Lancelot Graham summoning the first session of the first Sindh Legislative Assembly to meet on Tuesday the 27th April, 1937 at 11.00 a.m. in the Assembly Hall of the Sindh Chief Court Karachi pursuant to Section 62(3) of the Government of India Act, 1935. It was a short session for four days only. H.E. Sir Lancelot Graham, the Governor of Sindh appointed Dewan Bahadur Hiranand Khemchand, a member of the Sindh as a Chairman to preside the first Session of Sindh Legislative Assembly on Tuesday 27th April, 1937 at 11.00 am at Sindh Chief Court Building Hall (Existing Sindh High Court Building) Karachi. Dewan Bahadur Hiranand Khemchand, was the only member who had made and subscribed his oath of the Membership before His Excellency the Governor before the commencement of the session. 57 members took oath from the Chairman Dewan Bahadur Hiranand Khemchand, on the very first day.
